CANDABA – Private motorists here questioned the authority of the local police to confiscate motorcycles’ plate numbers which they think is in violation of specific laws.
According to them, they recognized mandate of the police in maintaining peace and order in the locality as the same is beneficial to the general welfare of the people.

However, they said that insofar as regulating problem on motorcycle registration, expired driver’s license among others, the police cannot just boasted on their authority as such because the same is given within the jurisdiction of the Land Transportation Office (LTO).
“Okey lang naman sana kung mag set up sila ng checkpoints o magbaklas ng plaka at manghuli ng mga motorista pero ang problema ay wala naman silang pinapakitang papel mula sa LTO na sila ay properly deputized,” Gerard Paguio, a motorist here told Sun Star Pampanga.
Paguio noted that those policemen who regularly conduct checkpoints near the Mayor’s Action Center were not properly identified.
“Diba dapat bukod sa in complete uniform at nakikita ang kanilang pangalan ay mayroon din silang signboard kung saan nakalagay ang pangalan ng kanilang team leader?, he asked.
“If they conduct checkpoints to implement laws falling within the authority of the LTO, they should carry with them their deputization letter otherwise they might be unknowing committing another offense which is usurpation of authority,” one of the motorist here lamented.
Paguio explained that police can only issue citation tickets to violators of traffic rules when properly authorized by the LTO.
“They can also intervene or look into the problem of motorcycle vehicles when there is an actual road accident or when a crime was noticeably committed in plain view,” another local observer here pointed out.
