Pampanga fourth nationwide with most number of registered firearms - top cop

CITY OF SAN FERNANDO - A ranking official from the  Pampanga Police Provincial Office (PPPO)  bared the other day that the province ranked fourth in the country with most number of registered firearms.

Supt. R'win Pagkalinawan, police provincial director said this is another factor which led to the inclusion of  Pampanga in  the list of high risk areas relating to upcoming 2013 midterm elections.

"Ang Pampanga ay number 4 nationwide sa may pinakamaraming registered na baril. Ito ay dahilan kung bakit napabilang ang probinsiya sa mga binabantayan ngayon ng Comelec at ng police," Pagkalinawan added.

He stressed that this development resulted to the establishment of Regional Special Operations Task Force (RSOTG) December last year with Supt. Moro Virgilio Lazo as task force commander and Pagkalinawan as his deputy.

The task force conducts operations under the instruction of the Commission on Elections and in coordination with the local police.

"Ang pinakamataas na insidente ng krimen dito sa Pampanga ay noong 2010 kung saan mayroon tayong limangdaang insidente ng krimen kada buwan. Ang pinakamababa naman ay noong buwan ng Disyembre 2012 na may isang daang at limampung insidente lamang," he stated.

Pagkalinawan also noted that the conduct of regular checkpoints by the ROSTG  in all the municipalities had resulted to lesser crime rate.

He explained that different  crime groups were prevented from committing illegal activities due to the presence of police authorities in public places.

The police director, meanwhile, encouraged the residents to cooperate with the task fore and local police by providing related related information which in any way might affect the conduct of honest and peaceful elections.

"Ang hotline po natin ay 0927-205-9354. Mag text lang kayo dyan kapag mayroong mga kahina hinalang tao dyan sa inyong mga barangay," he told the barangay officials.

Capitol spends P1.5-B on infra projects

CITY OF SAN FERNANDO - The provincial chief executive divulged Wednesday that some P1.5 billion has been spent for infrastructure projects within 30 months since she assumes office.

Governor Lilia  Pineda claimed that among her top priorities were the construction and renovation of district hospitals, school buildings and classrooms, provincial and farm to market roads including bridges.

She believed that investment on infrastructure will have a big impact on the lives of the Kapampangans as  the same would trigger development and progress within the province.

Pineda earlier stated that with full infrastructure facilities coupled with political stability and improving peace and order situation many investors would come to the province to invest their money and resources which later on will offer more employment to the people.

To date, the governor claimed they are now 90 percent complete with the works in the  district hospitals. This includes provision of facilities and medical equipments.

Some 183 newly constructed classrooms and six covered courts in various public schools in the province had been constructed with an estimated amount of P176-million.

Records shows that in 2011, the provincial government has spent some P50, 083, 216 for the construction of 45 new rooms; repair and improvement of 32 classrooms and building of 5 covered courts.

Last year, it has allocated some P54, 149,836 to finance the construction of 28 new classrooms, repair and improvements of 77 classrooms and one covered court. It has also spent some P62.5 million for the construction of more classrooms and another P9.7 million for the construction of boys and girls comfort rooms for 26 public schools.

Pineda to Candidate: Work for a Peaceful Election


BACOLOR – Governor Lilia Pineda asked all the candidates in the province to work hard for a peaceful election t during the  covenant signing held in San Guillermo Parish Church in this town.

Pineda said she affixed her signature in the treaty as manifestation of her serious advocacy to make Pampanga the most peaceful province during the campaign and election period.

She added the promotion of an orderly election starts with presenting platforms truthfully and not with mudslinging.

"Election is the time to unite the people and not to divide the province with harsh words and erroneous information," stressed Gov.Pineda.

The governor also directed a request to Among Eddie Panlilio, who is also a gubernatorial candidate.

“Together with me and other candidates, let’s pray for the election in Pampanga to be peaceful,” stated Pineda.

She even encouraged the Kapampangan to give all the candidates their chance to speak of their good intentions for the province and choose wisely.

“I believe that all of us want to serve the province, so it is up to the people to decide based on our accomplishments and future plans,” she said.

Local folks call for change in 4th district


CANDABA - Mayor Jerry Pelayo, a congressional wannabe has offered his services as future legislator and catalyst of change in the eight flood prone towns of the 4th district.

This came as thousands of residents in 4th district are clamouring for reform and change of guard in Congress this coming mid-term election as they were used to the Bondocs who represented them in Congress for more than two decades.

Locals said, they  had already given their support in the past several congressional race to the father - former Rep. Emigdio Bondoc; to the son -former  Rep. Rimpy Bondoc and to the sister - incumbent Rep. Anna York Bondoc. And now, they said, the brother is attempting to make a congressional comeback.

“Ala ne pu bang aliwang mayap a anak ing kuwatro distrito? Pane na wari ding Bondoc. Binoto tala kanita, kaibat kanita pa, kaibat menibat king ibat ila na. Kaibat ngeni pa? Makasawa na,” the the residents here claimed.

Three termed Mayor Jerry Pelayo, president of Pampanga Mayors’ League has offered himself as an alternative legislator in Congress. He is the official congressional candidate of KAMBILAN local party in the eight towns of the province.

Pelayo who has been described as “performer” and action man in his town said that he cannot do it alone, he needs the support of the majority of the Kapampangans in the 4th district.

The Bondocs are known for having an established political machineries since the time of their father and many believe that their supporters are still in tact.

Pelayo said that he is amenable that they are facing a political giant in 4th district.

“But I have the courage and conviction that we can do it through the help and active involvement of the marginalized villagers who were neglected and deprived of needed development for several years. Sino bang tinalo ni David? Hindi ba’t ang higanteng si Goliat?”

Pelayo said during his caucus with the people in various towns, he had listened to clamours and request of the people for change.

“Naibibigay naman daw ang mga aspaltadong daan subalit ilang buwan lang nasisira. May nagagawang sementadong daan subalit  hindi nagtatagal ay bumabagsak. Naipaayos ang slope protection ng Pampanga River pero dagliang nagcocolapse.Through the effort ng nakaupong kinatawan sa kongreso, maraming nauubos na pondo ang gobyernop,” he said.

It can be noted that several attempts in every election to topple down the incumbent Bondocs but to no avail.

However, Pelayo said he is optimistic that his congressional try will never fail as for the first time, a challenger like him has the full backing of almost all local chief executives in the 4th district and  he has the full trust and support from Governor Lilia Pineda. 

“But the most important thing is the peoples’ trust and confidence in my leadership and this will lead us to victory in the upcoming election, ”Pelayo added.(Elaine Mercado)

NIA: P144-M allocated for irrigation projects in Pampanga; Guv thanks PNOY


CITY OF SAN FERNANDO - An official from the National Irrigation Administration (NIA)  the other day bared that some P144-million budget  has been allocated to finance the contruction of irrigation projects in the province. 

Reynaldo Puno, regional irrigation manager said that the fundings came from the national government under the administration of President Benigno Aquino.

This is still part of the agricultural support in the form of irrigation projects by the government which is aimed at achieving the objective of rice sufficiency program. 
Puno in a recent meeting with the Governor Lilia Pineda and other elected officials together with the Federation of Pampanga Irrigators Associations  assured the farmers of continous study being undertaken by NIA to further improve the existing irrigation technology. 

Engr. Angelito Miguel, manager of the Pampanga Bataan Irrigation Management Office (NIA PAMBAT-IMO)  also disclosed that another P68.05-million has been set aside for Porac-Gumain River Irrigation System.

As this developed, Governor Pineda thanked President Aquino for continuosly providing the province of  Pampanga a just share on the national revenue through various projects and programs benifiting the Kapampangan in general.

Pineda particularly cited the  recent P144-million budget allotted for the irrigation projects this 2013. 

Meanwhile, Pineda led the turned over of an all-purpose vehicle to Federation of Pampanga Irrigators Associations. 

She also distributed two units of hand tractors to the Provincial Irrigators Association which were purchased under the 85 - 15 percent scheme by the Department of the Agriculture and Provincial Government respectively. 

Poll officer explains prohibited acts during campain period



CITY OF SAN FERNANDO -  The provincial election officer yesterday reminded the local candidates about the prohibited forms of election propaganda. 

Atty. Lydia Pangilinan said that any candidate who would violate any of the prohibited act under the prevailing Commission of Elections (Comelec) resolutions, rules and regulations governing the conduct of 2013 midterm elections will be dealt with in accordance with law. 

She expalained that election campain or propaganda materials including the names, images, logos, and initials of the candidates of parties must not appear on  patrols cars, ambulances, and government vehicles particularly tohse bearing red license plates.

The same rule applies on waiting sheds, sidewalks, street and lamp posts, electric posts and wires, traffic signage and other signboards erected on public property.

"Bawal din pong maglagay ng election propaganda sa mga puno, schools, barangay halls, shrines, pedestrian ovespasses and underpasses, flyovers, bridges, islands of roads and highways," Pangilinan added. 

The display of campaign materials on public utility vehicles, publics transport terminals is also probihited under the existing Comelec rules and regulations. 

Among other prohibited acts were TV programs, documentaries, film or theater production portraying the life and biography of a candidate. 

This also includes election materials posted in electronic announcement boads such as LED display boards located along highways, streets and walls of public building. 

The provincial election officer meanwhile stressed any violation of these rules would constitute an election offense and punishable under the Sec. 264 of the Omnibus Election Code. 

The imposable penalties are  imprisonment of one to six years, disqualification to hold public office and for political parties a fine of not less than P10,000.  

Candaba town is peaceful - Police


CANDABA - The local police here recently clarified that this town is peaceful and its inclusion in the Commission on Elections (Comelec) watchlist is not accurate.

Supt. Benjamin Medina, town's chief of police in a previous interview said that there is no recorded election related violence in the municipal police stations (MPS) for  the past few elections.

"Bineberikapa pa natin yung sinabi nilang shooting incident noong 2007 pero ayon sa mga tao dito ay walang ganun insidente. Mayroon  naman tayong nalaman na nagkagitgitan ang dalawang sasakyan gamit sa kampanya dahil masikip ang daan at medyo nagkapikunan lang pero hanggang dun lang," Medina told Sun Star Pampanga. 

The police chief stated that as per his observation the people in Candaba are peace loving people who will not resort to any violence even during elections.

"Sa mahigit na tatlong linggong pagkaka assign natin bilang bagong chief of police ay nakita naman nating tahimik ang bayan at mababait ang mga tao. Kaya malabo na magkagulo sa papalapit na halalan," he added. 

It can be recalled that at least eight towns and one city in the province have been identified by the regional law enforcement authorities as election hot spots.

Based on the records of the f Regional Special Operations Task Group (RSOTG) included in the list of election hot spots are the towns of Candaba, San Simon, Mexico, Arayat, Sasmuan, Guagua, Magalang, Lubao and Mabalacat City.

Macabebe folks welcome Pelayos's congressional bid


MACABEBE - Residents here   had  warmly welcomed Candaba mayor and 4th district congressional candidate Jerry "John Llyod" Pelayo during the consultative meeting held the the other day.

came into public to rally behind Pelayo's concressional bid.  

"Ang maganda kay Mayor Pelayo ay mayroon siyang bitbit na programa at malinaw ang gusto niyang mangyari sakaling maupo siya bilang congressman. Nakakatuwa dahil  narito siya para makinig sa aming mga pangangangailangan,"  Mario Sunga,a resident here said. 

Pelayo visited the residents in barangays San Juan and Saplang David this town wherein he discussed his  "Metro Cuatro Distrito" master development plan to support a sustainable growth of the localities within the district. 

Sunga noted at first some of the residents were having second thought of attending the meeting with the Mayor Pelayo considering that Macabebe is the home town of the Bondocs who have been district representatives for the past 24 years. 

However, he stated that upon learning the legislative agenda of Pelayo  most of those who attended the event were considering the mayor as an able candidate to truly introduce reforms and development. 

"Siguro naman po ay hindi na magtatampo sa amin ang mga Bondoc. Siportahan namin ang tatay noog panahon niya tapos si Cong Rimpy aat pumalit si Cong Anna at ngayon  wala namang masama kung  iba naman. Subukan  natin ang kakayahan ni Mayor Jerry, nakita naman natin ang nagawa niya sa Candaba," another resident here who requested anonymity pointed out. 

Pelayo congressional bid is continuously getting support from various organized groups and  residents in different barangays in the 4th district which includes the prominent Kapampangan business man Manny Pangilinan who earlier publicly endorsed that former's candidacy. 

The towns included in the 4th district are  Macabebe, Masantol, Minalin, Sto. Tomas, San Simon, Apalit, San Luis and Candaba,

Ama Partylist wants to establish National Senior Citizens Commission


CITY OF SAN FERNANDO – Aagapay sa Matatanda (Ama) Partylist yesterday disclosed that it is pushing for the establishment of National Senior Citizens Commission.

Retired Justice Agustin Dizon, honorary chairman and first nominee of Ama Partlist said that they decided to participate in the 2013 midterm elections to promote the general well being of the senior citizens not only in Central Luzon but in the entire Philippines as well.

Dizon believed that senior citizens deserve seats in congress to articulate about the latter’s needs and other concerns in order to make them more productive and effective citizens even during retirement.

“Ama Partylist was unanimously approved by all Comelec commissioners. It was only the partylist that  gained such approval which means that  we have established good reputation and credibility to participate in the elections,” Dizon noted.  

Among the list of legislative agendas were health programs, scholarship grants  for the children of senior citizens, livelihood via senior citizen cooperative drug store, social pension, establishment of legal team.

Aside from this, Dizon added that they would also plan to initiate the construction of Senior Citizen Regional Center, home for the aged,  among other facilities in the country  to provide immediate assistance and further promote the best interest of the senior citizens.

Linda Gaddi-David, Federation of the Senior Citizen Association of the Philippines president, Ama Partylist chairperson and nominee told Sun Star Pampanga they were happy to note that the support from various groups is continuously growing particularly in Central Luzon.

“Suportado tayo ibat ibang senior citizens dito sa buong Central Luzon at yung mga regional associations ay nag pledge na rin ng support sa atin,”  Gaddi-David stated.

As this developed, she is optimistic that Ama Partylist would be able to secure several seats in congress by getting the required number of votes or even more depending on the actual votes casted for partylist and sectoral groups.

If this happens, Gaddi-David opined that the senior citizens would just get an equal share on government resources which in turn redound to the benefit of the society.

Election officer reminds candidates on security rules

CANDABA – The municipal elections officer here recently reminded local candidates that they are only entitled to two police or military security details in relation to the upcoming midterm elections.

Ma. Rosario Lalic told them under the existing Commission on Elections (Comelec) resolution including rules and regulations on the matter, incumbents are officials are allowed to engage the services of the said law enforcers to ensure their safety during elections period.

However, she encouraged them to file their request for security early and coordinate the same with the Philippine National Police (PNP) for proper assessment whether there is an impending danger or immediate threat on the lives.

This applies to candidates other than those currently holding elected positions.

Comelec Resolution No. 96-08, incumbent governors and congressmen are allowed two PNP or military security details and two more security guards.

Incumbent vice governors and local officials seeking re-election or running for other elective positions and candidates for the 2013 elections can only have two blue guards for security.

Capitol to hire barangay social workers

CITY OF SAN FERNANDO – Governor Lilia Pineda the other day disclosed that she is planning to employ social workers in all barangays  in the province.

Pineda said barangay social workers (BSW) will focus on the implementation of the socials development programs and projects by the provincial government and various local government units.

This is also in support with the  mandate Department of Social Welfare and Development (DSWD) to uplift the standard of living of the residents through community oriented activities.

As this developed, the governor is bent on hiring 505 barangay social workers  this year to serve as catalysts of change in their respective communities.

BSW would likewise be assigned to implement the medical social services of the provincial government down to the level of the poor rural villages in the province.

Aside from this, they will be also tasked to implement effectively the provincial children’s welfare code and help the out-of-school youths in their education and trainings.

“It is important that the youth would be given enough guidance in the community not only within their family in order to give them a brighter outlook in life and in the society,” Pined stressed.
 
As of now, the provincial government is utilizing the volunteerism of the barangay health workers, bantay bayan, nurses deployed in the different municipalities.

The nurses and BHWs are tasked to locate Kapampangans who are suffering from different illnesses such tuberculosis, emphysema, cyst, skin diseases, among others.




37,387 families to receive benefit from DSWD

CITY OF SAN FERNANDO - An official from the Department of Social Welfare and Development (DSWD) regional office the other day bared that some 37,387 kapampangan poor families  will be receiving  a total amount of P15,000 annually.

DSWD Regional Director Adelina Apostol, in  a meeting with Governor Lilia Pineda along with other provincial officials disclosed  that the beneficiaries will be getting benefits under the Pantawid Pamilyang Pilipino Program (4Ps).

As this developed, Governor Pineda thanked President Benigno Aquino for constinously supporting the province through the provision of various health programs.

She also extended gratitude to Secretary Dinky Soliman of the DSWD for the unwavering support of the department in implementing social services program that may help uplift the standard of living of the Kapampangans.

The explained that at least 47,569 Kapampangan family beneficiaries were given Philhealth cards last year under the National Household Targeting System (NHTS) jointly  implemented by the DSWD and Philhealth.

Pineda also noted that the Aquino administration is continuously helping the Kapampangans through the offices of the regional line agencies in the areas of social services, health, education, agriculture, livelihood, infrastructure, among others.

In support to this,  the provincial government has implemented the construction and general renovation of the eleven district and provincial hospitals to complement the “zero billing scheme” of the Philhealth.

PCedo supports countryside development

CITY OF SAN FERNANDO - The Provincial Cooperative and Entrepreneurial Development Office (PCedo) has pushed for countryside development by empowering small business owners.

This came as PCedo through Governor Lilia Pineda distributed loan assistance under the  Negosyu king Panyulung Program (NPP)  amounting to  P1.9-million to  some 215 beneficiaries in the province.

The beneficiaries came from  district III, III and IV of the province.

PCEDO head Mamerto Gatus told the beneficiaries that NPP is aimed at providing them oppurtunity to start their own small business.

Gatus recognized that local economy depends on small economic activites wherein majority of the Kapampangans are relying on it.

He noted that 94 percent of the economy depends on them.

"We can say that backyard enterprises is the backbone of the economy that is why we have to create programs supporting this sector,"he said.

Tthe livelihood program offers loan 5,000-10,000 without interest and collateral only to those who are deserving and needy.

It is payable in 6 to 10 months and renewable.

Luningning Vergara,provincial manager of public employment services office (PESO) added some of the NPP benficiaries especially ambulant vendors were also given Nego-Kart as per governor's instruction.

"Aside from capital,we assessed our beneficiaries and picked those who needs cart for their business,"she said.

NPP is a socialized lending program which serves as capital or additional capital to the economic activities being undertaken by the marginalized sector in a given community.

Present during loan distribution were Mayors Jun Tetangco (Apalit), Ric Rivera (Guagua), Board Members Olga Frances "Fritzie" David-Dizon, Nestor "Bay" Tolentino, Ricardo  Yabut, Salvador  Dimson, Councilor Tonton Torres and certain Arthur Salalila.

Farmers get agri support from DA, capitol


SAN LUIS - Organized farmers' groups here and in Lubao town lauded the Department of Agriculture (PA)  and the provincial government for continuously providing farm machineries.

This according to the farmers is a big help on the agricultural sector to achieve its aim to increase their production for the growing demand rice and corn and other related farm produce.

Recently, Governor Lilia Pineda together with DA representatives spearheaded the distribution of five units of combined harvesters, rice cutters harvester and 4-wheel rice reaper  to the members of San Luis Irrigators Association and Lambak Multi-purpose Cooperatives. 

DA subsidized 85 percent of the cost of machineries while the 15 percent which supposed to be the share of the target beneficiaries was shouldered by the provincial government.

This project is  part of the Agriculture Enhancement program of the provincial government with the full support of the agri department.

“With the equipment provided by Gov. Pineda and DA we will be able to double our harvest,” Lemencio Banal,  a farmer from Lubao town said.

Banal noted that every farmer member of the organization is entitled to use the manchineries  as the same will be done per schedule basis. 

The governor was joined by 2nd District Board Member Olga Frances “Fritzie” David and 3rd District Board Member Trina Dizon, Engr. Lulu Alingcastre and Maria David of the agriculture office during the distribution held in Lubao town.

Police confident on peaceful conduct of elections


CANDABA - The leadership of the local police here expressed optimism that the conduct of the 2013 midterm elections in the locality will be peaceful and orderly. 

This statement was made by Supt. Benjamin Medina, the newly assigned  town's chief of police during the forging of  peace pact between all local candidates held at the Parish Church  yesterday. 

Medina noted that all mayoralty bets and their complete  tickets  representing the  participating political parties had  joined the crusade for the conduct of safe and fair elections come May 3 this year. 

This came as a result of the recently concluded signing of peace covenant to ensure the success of the elections with  Liberal Party mayoralty bet Rene Maglanque,  Nacionalista Party standard bearer Reynaldo Sagum, Kambilan Party candidate Patrick Gerard Pelayo and independent candidate Boy Baylon.

"One hundred percent sure tayo na magiging maayos ang ating eleksiyon dito sa Candaba. Isa pa, halos tatlong linggo pa lang tayong naka assign dito pero sa nakikita natin tahimik ang mga tao dito," the police chief said.
 
The peace covenant was organized by the local police, Parish Pastoral Council for Responsible Voting (PPCVV),concerned  non governmental organizations, municipal elections office and the Department of Interior and Local Government.

Suspected member of crime group dies in armed encounter


STA ANA – A suspected member of an organized crime group operating here and  in neighboring towns  was shot dead in an armed encounter by the combined elements of the municipal police station (MPS) and the Regional Special Operations Task Group (RSOTG) the other day.

Police Chief Inspector Paul Ynigo Gamido, town’s police chief identified the suspect as Orlando “Samboy” Garcia, married and a resident of Barangay San Nicolas, this town.

Initial investigation revealed that the police who were conducting checkpoints received information through a cell phone call from concerned citizen that a customer (Garcia) was carrying a short firearm in a videoke bar in Barangay San Pedro here which he allegedly poked to another customer.

The police team responded, however, the subject was no longer in the area and base on the additional information gathered he was on board of a tricycle going Arayat town.

Reports have it that the suspect was spotted along JASA road along Barangay San Bartolome. He was told to stop but the latter sped off until a short chasing occurred.

Police officers alighted from the patrol car and approached the suspect for verification.

Garcia withdrew his gun but prevented by the operatives. However, police claimed the suspect accidentally pulled the trigger of his firearm hitting himself on his lower chest side.

It was learned that Garcia was also involved in robbery extortion, riding in tanden, akyat bahay, gun for hire and other criminal activities operating in Mexico and Arayat towns.

He was also included in the list of the top 10 most wanted persons in the municipality of Sta. Ana with a standing warrant of arrest for direct assault.

Local candidates to sign peace covenant today


CANDABA – Candidates for various elected positions in this town are set to sign a peace covenant in a simple ceremony to be held at the Poblacion Parish Church today.

The peace covenant was organized by the local police in coordination with the Commission of Elections and Department of Interior and Local Government both in the municipal level.

This initiative is aimed at ensuring the conduct of safe, honest and peaceful elections.

Among the participating candidates were Liberal Party mayoralty bet Rene Maglanque,  Nacionalista Party standard bearer Reynaldo Sagum, Kambilan Party candidate Patrick Gerard Pelayo and independent candidate Boy Baylon.

Accompanying the mayoralty candidates were their complete line up for vice mayors and councillors.

The signing of peace covenant is a tradition being observed by the candidates every elections to show their sincerity on having a peaceful and successful observance of the democratic processes.

This town is geographically divided into three major regions including Kapampangan, Tagalog and Poblacion proper covering at least barangays with boundaries in Gapan Nueva Ecija and on the other side is Baliuag Bulacan.

It has more than 100,000 population with at least 60,000 individuals regularly participating in the electoral exercises.

Lady legislators face old time politicians; provincial board race touches gender issues

CITY OF SAN FERNANDO - The provincial board race in the third district of Pampanga has touched gender issues after women predominantly held positions were being targeted by old time politicians.

Board Member Monina "Mons" Laus said she is confident that the electorates would still support her candidacy after she has performed well as provincial legislator. 

Laus added that her accomplishments has inured to the benefit of her constituents particularly the women who enjoyed much of her programs and  projects that promote gender equality and sensitivity.

She is confident that the electorates would give her another fresh mandate in order to continue promoting the welfare and interest  of the Kapampangan and women in particular.

Meanwhile, Board Member Trina Dizon, also an incumbent lady legislator, in a casual conversation with media men uttered that, "Hindi naman basta papayag ang mga kababaihan na walang babae sa provincial board natin." 

Laus and Dizon were sparring partners of Governor Lilia Pineda in the delivery of basic health services in various communities in the province. 

They have been helping out Pineda in addressing the needs of the people through legislative measures that provide protection to women and children. 

Recent survey showed that Laus and Dizon were on  the lead leaving the third slot in  the provincial board to three other contending candidates. 

Another thing that interest the voters in the district is  the campaign propaganda being employed by the candidates using cartoon hero characters involving Superman, Batman and Robin.

Laus and Dizon will be facing three termed Mexico Mayor Teddy Tumang (Superman), Engrs. Dinan Labung (Batman) and Rosve Henson (Robin).

"Kung sila sina Superman, Batman and Robin, ako naman si Wonder Woman at si Trina si Darna," Board Member Laus smiled and told Sun Star Pampanga.  


Village officials laud Pineda, Tolentino for investing on education


APALIT - Barangay officials here lauded Governor Lilia Pineda and Board Member Nestor "Bay" Tolentino for investing on the education of the poor students from the remote communities in the 4th district of the province. 

Jun Munoz, village chief in Paligue, this town,  said that they were happy because  the provincial government appeared to be serious  in  bringing  an affordable and quality college education within the reach of the poor residents.

He said that the establishment of  Don Honorio Ventura Technological State University (DHVTSU) Sto Tomas satellite campus would make a  big impact on the lives of the residents believing that it is  only through education the standard of living will be improved. 

"Napakaswerte namin dahil andyan lamang sa tabi ang isang unibersidad. Hindi na kailangang lumayo pa ng aming mga anak para mag aral. Kahit lakarin na lamang nila ito pwedi," Munoz told Sun Star Pampanga in an interview. 

The village chief said that it was Board Member Tolentino who pushed for the establishment of the said satellite campus through constant coordination with DHVTSU officials for the campus requirements.

Dr. Enrique Baquing, DHVTSU president also recognized the participation the Tolentino in realizing dream of a satellite campus in the 4th district. 

He said, it was Board Member Tolentino who authored the resolution prompting the creation Sto. Tomas satellite campus and allocating funds for the renovation of the old and abandoned building of the Department of Health in Barangay Moras, Sto. Tomas town.

Meanwhile, Tolentino declared that the same is a realization of a dream for his constituents.

He claimed, however, that it was the deep commitment of Governor Pineda that answered his dream  for the poor Kapampangans.

"Siyempre si Nanay ang dapat nating pasalamatan. Ipinakita lamang natin ang idea at nang makita niyang maganda ay sinuportahan naman niya ito agad," Tolentino ended.  

DHVTSU Sto. Tomas campus to cater students in 4th district

STO. TOMAS – Board Member Nestor “Bay” Tolentino yesterday disclosed that the newly established Don Honorio Ventura Technological State University (DHVTSU) satellite campus in barangay Moras dela Paz here will prioritize students from the 4th district of the province.

Tolentino, the  author of the provincial legislation creating DHVTSU satellite campus said this initiative was turned into reality with the help of Governor Lilia Pineda.

He noted that children of barangay officials including chieftains, councilmen, ‘tanods’, community health workers will be enjoying scholarship grants for as long as they pass the qualifying examinations to be administered by this state university.

The board member explained that under pertinent provisions of the Local Government Code, the  said scholarship benefit is mandatory in state colleges and universities in the country subject to certain requirements.

It will offer technical and vocational courses and other four year programs such as business administration, bachelor of education and Information Technology courses, among others.

Meanwhile, Governor Pineda urged the local officials to inform their constituents that DHVTSU satellite campus is now accepting enrolees.

The provincial government funded the improvement and rehabilitation of the former DOH facility and converted it into a school buildings amounting to P17-million.

It was learned that another P5-million has been allocated for site development and additional P3 million for upgrading of roads.

8 towns, city under election watchlist in Pampanga

CITY OF SAN FERNANDO - At least eight towns and one city in the province had been identified by the law enforcement authorities as election hot spots or high risks areas.

Police Superintendent Charlie Cabradilla, Regional Special Operations Task Group (RSOTG) official said that included in the list of the towns and city were Candaba, San Simon, Mexico, Arayat, Sasmuan, Guagua, Magalang, Lubao and Mabalacat City.

Cabradilla explained that the list came based on the past  records of election related violence that occurred during the conduct of previous elections.

He said that as early as December last year, the police in coordination with the Commission on Elections (Comelec) already placed the same in the list to prevent the commission of any violence pertaining to the upcoming 2013 midterm elections.

In fact, since then, RSOTG established and regularly conducting checkpoints in various municipalities to ensure that lawless group including private armed groups will not take advantage of the situation to advance the interest of any candidate.

Cabradilla specifically cited Arayat  town as with most number of violence almost every elections plus the alledged presence of armed groups operating in the area.

Earlier, a high ranking official from the Pampanga Police Provincial Office (PPPO) told Sun Star Pampanga that the presence of the police personnel in public places benefited the general public because the crime incidents had been remarkably reduced.



Capitol to spend P25-M for scholarship of Kapampangan students


CITY OF SAN FERNANDO - Governor Lilia Pineda yesterday bared that the provincial government will be spending at least P25-million for the scholarship grants of  poor but deserving Kapampangan students this year.

This statement was made by Pineda  in a meeting with the local officials coming from the towns of Apalit, San Simon, Sto. Tomas and Minalin.

"Naglaan po tayo ng dalawampu't limang milyon para sa scholarship ng ating mga estudyante para magkaroon sila ng pagkakataong makatapos ng pag aaral at makatulong sila sa kanilang mga pamilya," she said. 

She stressed that aside from the health programs, she is also investing on the education of the Kapampangan by giving them free access to schools in the form of scholarship grants. 

Pineda believes that with proper education by the people, there is more to achieve for the province of Pampanga. 

It can be noted that for last year, the provincial government has spent more than  P176.4-million for the construction of 182  classrooms and several covered courts in various public schools in the province.

Asian water bird census set today in Candaba

CANDABA – The local government officials here has set on Sunday (January 20) the Asian Water Bird Census at the Wildlife Reserve Park in Sitio Simang, Barangay Visal San Pablo.

 The migratory bird census will be led by Mike Lu, president of Wild Bird Club of the Philippines (WBCP), representative from the Department of Environment and Natural Resources (DENR) and the local officials here led by Mayor Jerry Pelayo.

This came as locals reported that greater volume of migratory birds arrived and currently staying in this town’s marshlands.

The bird census is annual event conducted by the WBCP, DENR and it is on its sixth year in this town.

Leny Manalo, chief of staff of the office of the mayor said, all participating bird watchers, census takers and media are requested to proceed to the bird sanctuary as early as 6 a.m. today.

Some 12,600 birds were recorded last year. At least 40 species were seen, mostly herons and ducks. 

Around 2,000 Philippine ducks were also seen mingling with migratory birds.

Last year’s tally was higher compared to that of the migratory bird census in 2011 which recorded at least 8,725 migratory birds roaming around the Candaba Wetlands.

The Asian Water Bird Census aims to provide the basis for estimates of water bird populations and monitor changes in the number of water birds and their distribution by regular and standardized counts of representative wetlands.

The Asian Water Bird Census is part of the global water bird monitoring program of the International Water Bird Census coordinated by the Wetlands International and the Protected Areas and Wildlife Bureau.

Gov strengthens fight vs Pampanga waste


MABALACAT CITY --- Governor Lilia “Nanay” G. Pineda warned the local chief executives in the province that she will appeal to Kapampangan constituents not to vote for candidates for mayors in the May 10 elections who have no concrete  program on how to solve the volume of garbage produced daily in their respective municipalities and cities.

This warning was made by Pineda as majority of the mayors had snubbed yesterday the orientation on the sustainable solution to waste management needs introduced by Holcim Philippines known as “geocycle”.

The governor said that LCEs should take broader and tangible steps on how to resolve the large volumes of garbage produced daily in the province which she described as “silent monster”.

The governor added that this gargantuan garbage mess if not averted may multiply into more predicaments such as health problems and environmental degradation that may reach into an alarming proportion.

This stern warning was made by the governor as she sensed the lack of interest on the part of the LCEs considering the tons of garbage plastics that blocked the water channels in the various tributaries and rivers in almost all the municipalities and cities.

With this, the provincial government will now initiate best option to manage waste in the province through engaging the services of the private sector whose lines of business are more on reducing and recycling of waste into energy and alternative fuel including waste treatment and final disposal.

The Capitol is eyeing to enter into a memorandum of agreement for six months with the Holcim Philippines’ Geocycle engaged in co-processing, a unique waste management service that completely destroys waste and incorporates the mineral and chemical components of the waste into manufactured products – such as cement, lime, steel or coal.

The Geocycle, waste management service brand of Holcim, is the only service provider that has the capability to offer co-processing technology that provides permanent, safe, regulated and sustainable solutions to waste problem.

The governor said that in Lubao town, they are now also working for the waste to energy solution to garbage woes.

On the part of the local government units (LGUs), the governor said she will initiate the reactivation of the solid waste management councils from the barangay to the municipal level in the whole province as she said that the provincial solid waste management council cannot make it alone.

“We need the help of the front liners in the LGUs plus the full support of the communities,” she added.

Liberal party bet pushes for graft free town

STA. ANA – Liberty Party (LP) mayoralty bet here is pushing for a graft free municipal government should he gets elected come May 2013 elections.

Dennis Pangan, a practicing lawyer and an administration party candidate disclosed in a  facebook account that he decided to run for mayor to bring back the old glory which the municipality of Sta. Ana lost under the current leadership.

He said, he is advocating a crusade for change to provide hope and opportunity to the marginalized residents and sectors in order for them to get the kind of government they deserve.

In an earlier interview, Atty. Pangan told  Sun.Star Pampanga that he has supported the past candidacy of incumbent Mayor Rommel Concepcion.

However, he noted that for more than six years in office as mayor, Concepcion failed to introduce substantial developments in town.

This according to him is one of the factors that encourage him to run for mayor.

Others claimed that municipal funds were improperly managed to the benefit of some officials and at the expense of the welfare of the people.

Pampanga district hosts INC's unity games

 CITY OF SAN FERNANDO – The Iglesia Ni Cristo’s (INC) Ecclesiastical District of Pampanga will be hosting the opening of the regional elimination of ‘Unity Games’ to held on Saturday at the Bren Z. Guiao Convention Center this city. 

The INC Unity Games is the first multi-sport and multi-district event and largest athletic competition which started few years ago participated in by INC members from different provinces. 

INC brethrens and players from Region III-A consisting of Zambales, Olongapo, Tarlac, and Pampanga are expected to fill the Bren Z. Guiao Convention Center’s oval and open field which program starts as early 7am on January 19. 

The events include badminton, basketball, bowling, football, chess, table tennis, tennis, track and field, volleyball among others. 

“Excited na po kami sa pagsisimula ng regional elimination ng Unity Games dahil magandang pagkakataon po ito para makapagsaya kaming magkakapatid mula sa ibang ibang probinsiya,” Boyeth Tullao, a volleyball player here said. 

This multi-district and multi-sport event was the brainchild of the Church’s Executive Minister, Brother Eduardo V. Manalo.

It is aimed at bringing together members of the Church in a friendly athletic competition. 

While sports can develop discipline, responsibility, teamwork, and perseverance, the Unity Games is also intended to foster the biblical teachings of brotherly love and unity among members of the Iglesia Ni Cristo. 

‘Unity Games' is also being held other regions including Cordillera Autonomous Region, Region VI-A (Western Visayas), Region XIII (Caraga), Region VII (Cebu South, Cebu North, Bohol and Negros Oriental ),Region IV-B (Negros Del Norte, Negros Del Sur, Negros Occidental), Region IV-A (Calabarzon) among others.

Cop: checkpoints lessen street crimes


CITY OF SAN FERNANDO - The leadership of the Pampanga Police Provincial Office (PPPO) claimed that checkpoints being conducted by the Regional Special Operations Task group (RSOTG)  had resulted to lesser crime incidents in the province.

“Mula ng magkaroon tayo ng mga checkpoints at dumami ang mga pulis sa kalsada ay nabawasan ang mga street crimes natin sa Pampanga,” Superintendent R’win Pagkalinawan, police provincial director said.

He stressed intensified police operations in various municipalities prevented lawless elements from doing illegal activities.

Pagkalinawan told Sun Star Pampanga that the inclusion of Pampanga in the 15 provinces that are considered hot spots in the 2013 mid-term elections may be considered as a challenge that may eventually lead to the success of elections in the province.

“Hindi naman tayo tumitigil sa trabaho, andyan lagi ang ating mga pulis nagbabantay para masiguro ang tahimik na pagsasagawa ng eleksiyon,” he added.

However, he clarified that checkpoint is only limited  to visual search.

“Kailangan yung mga pulis natin ay properly identified, magalang at nakapuwesto sa maliwanag na lugar,” Pagkalinawan explained.

It can be recalled that Interior Secretary Manuel "Mar" Roxas identified Pampanga as one of the "high-risk" areas for violence along with Abra, Pangasinan, Ilocos Sur, La Union, Cagayan, Nueva Ecija, Batangas, Cavite, Masbate, Samar, Misamis Occidental, Maguindanao, Lanao del Sur and Basilan.

These provinces were chosen based on several factors, including the existence of private armed groups, threat groups, and history of election-related violence.

Guv pushes for zero casualty relating to pregnancy

CITY OF SAN FERNANDO - The provincial chief executive yesterday stated that she wanted zero casualty during pregnancy and in giving birth.

This came as Governor Lilia Pineda has started pushing for improve prenatal and postnatal care on Kapampangan pregnant women.

With this, she met with some 900 pregnant mommies in the second district in a prenatal consultation held at Lubao town yesterday.

Pineda with the help of the Provincial Social Welfare and Development Office (PSWDO) headed by Elizabeth Baybayin in coordination with the municipal health office organized the said women and provided  them free check ups, vitamins and other necessities needed in their condition.

Aside from these, pregnant women will likewise receive PhilHealth cards from the provincial government.

The governor also promised assistance to  those who will undergo cesarean childbirth (C-section)  at the provincial and district hospitals with only  minimal cost to the family.

Reports have it that  11 mothers die every day due to maternity-related causes.

It was learned that the causes of maternal deaths are delays in taking critical actions, in seeking care, in making referral and delay in providing of appropriate medical management.

The pregnant women are required to have at least four prenatal visits  for adequate evaluation and management of diseases and conditions that may put the pregnancy at risk.

Capitol targets P1B collection on RPT

CITY OF SAN FERNANDO - The provincial government is targeting at least P1B collection for real property taxes (RPT)  following the intensified implementation of
Integrated Taxation Management System (iTax) in Pampanga.

Engr. Romeo Dizon, provincial assessor disclosed that for last year the collection on RPT has already reached some P500-M  and could still be improved with the continuing effort by the local officials to automate transactions on  real properties.

He said that the target can only be achieved upon full implementation of iTax system in all municipalities in the province.

Dizon noted that the itax system is favorable to the local government units as it would promote transparency, efficiency and effectiveness which in the end will lead remarkable increase on tax collection.

The same is designed to eliminate lengthy manual process with the use of computer software that  provides all details about the properties, tax liabilities, and encumbrances that affect ownership of  a particular real property unit.

Dizon attributed the sudden increase of RPT collections on the tax mapping operation which started as early as 2010.

The operation resulted  to the discovery of some 581,683 unregistered real property units in the province covering at least 20 municipalities.

The documents obtained during the tax mapping show that there are 452,620 real property units (RPU) in 470 barangays in the province.

In effect, the provincial government  recorded an additional of  3,495 parcels of land;125,111 buildings; and 457 units of machinery.

Governor Lilia Pineda,  recalled that for so long the provincial government has previously recorded only P24-M on RPT collections.

"Gumastos tayo mahigit limampung milyong piso  at additional na sixteen milyon sa tax mapping kaya naman gumaganda na ang ating koleksiyon ngayon dahil na rin sa pagtutulungan natin," she stated.

Meanwhile, Pineda yesterday led the launching of iTax system in Sta. Rita town.

She was joined by Mayor Yolly Pineda, Board Members Fritzie Olga David-Dizon, Salvador  Dimson, Councilor Tonton Torres among other government officials.

7,561 unlicensed firearms accounted - top cop

CITY OF SAN FERNANDO – Some 7,561 unlicensed firearms in the province had been accounted by the Regional Special Operations Task group (RSOTG) by the Philippine National Police (PNP).


Superintendent R’win Pagkalinawan, police provincial director said that almost 100 percent of the identified gun owners had already started securing necessary permits from the concerned government agencies regulating ownership and possession of firearms.

“Na account na nating lahat ng mga unlicensed firearms at nakikipagtulungan naman sila sa atin ukol dito,” he said.
Pagkalinawan explained that this was the  result of the intensified conduct of ‘Katok’ Operation which was launched December last year.

The operation is aiming to encourage gun holders to renew firearms licenses and to turn-in firearms to police station if no longer interested to renew the same.

Senior Superintendent Moro Virgilio Lazo, ROSTG – Pampanga task group commander and newly installed  deputy regional director operations (DRDO) of Police Regional Office-3   yesterday presented 89 firearms of various calibres that were turned-in to the PNP custody for safekeeping at the Pampanga Police Provincial Office Headquarters.

Sixteen from the 89 firearms were surrendered by the gun owners who are no longer interested to renew their licenses while the rest will be kept pending the processing of the licences.

Meanwhile, as the gun ban starts, RSOTG-Pampanga reminded the gun owners to do their part in renewing their firearms’ licenses to avoid inconviniences.

LGU encourages professional, amateur photographers to participate in photo contest

CANDABA - The municipal government here has encouraged professional and ameteur photographers to participate in the photo contest as part of the upcoming 6th Ibon-Ebon (Bird-Egg Festival).
Leny Manalo, municipal administrator said  professional photographers will be taking pictures on wild birds which must be shot in Candaba along between January 12 and 25.
Photo entries in soft copies must be save in CD or in USB and submitted to the Mayor's office. The same may also be sent through ibonebon2013@yahoo.com.ph - the official email address for the event.
For the hard copy of the photos, they should be mounted on 15" by 20" illustration board with a uniform margin on all sides for judging.

Each participating photographer is allowed to submit only one entry without any marking except the name of the bird alone.
Digital editing is not forbidden but strictly limited to adjustment in brightness, contrast, color saturation, sharpness, minor cloning, cropping to improve composition and moderate de-noising.
No alteration to the content of the original image is allowed by introducing an element not present in the original scene. 
Top three professional photographers of best photos will be receiving P15,000, P10,000 and  P5,000 respectively plus special gifts for all entries.
For amateur photographers, entry photos must feature any subject of interest showing Candaba's agriculture, eco tourism, heritage and sceneries.
The first three winning photographers will be  receiving cash rewards of P10,000,  P5,000, P3,000 respectively.
