BM Tolentino distributes financial assistance to students

CITY OF SAN FERNANDO – Fourth District Board Member Nestor “Bay” Tolentino the other day has spearheaded the distribution of financial grants to the scholars of  provincial government.

He said that some 100 poor but deserving students coming from the eight municipalities in his district benefited from the activity.

Tolentino added that the provision of financial grants is part of the continuing effort of the provincial government to help students who wanted to finish education but having financial difficulties in pursuing their dreams.

 He stated that the amount given could be used by the students in paying part of their tuition fees and other accountabilities in their respective schools and institutions.

Tolentino has been instrumental in the construction of several public school classrooms and covered court in the 4th district through a resolution filed before the Sangguniang Panlalawigan.

This came as various public school administrators sought the assistance of Board Member Tolentino to bring to the attention of the provincial government the needs on facilities by the students.

“Ninong” vows accountable, transparent government

STO. TOMAS – Former Mayor Romeo “Ninong” Ronquillo yesterday promised an accountable and transparent government should he be given the opportunity to serve the people in this town starting next year.

Ronquillo said that the people seeking reform in the leadership of the municipal government encouraged him to seek a fresh mandate as local chief executive against incumbent Mayor Joselito Naguit who is now gunning his last term.

As this developed, he stressed that accountability and transparency will be his guiding principles  in administering the affairs of the municipality.

He believed that government transactions must not be kept secret or unknown to the people for they deserve to be informed on matters relating to spending of public funds. 

Asked about his priorities, he stated that the safety of the people in Sto. Tomas is first in the list.

He noted that in the recent calamity, the municipality was caught unprepared with the massive flooding which even resulted to death of some residents and damaged to properties

Ronquillo also plans to institutionalize the provision free maternal health care among the residents.

Also included in his list of priorities were, completion of unfinished barangay roads, education for poor but deserving students, rehabilitation of  public cemetery and additional benefits for senior citizens.

Aetas continuously beg even after Christmas

CITY OF SAN FERNANDO – Few days after Christmas, several groups of Aeta families had continuously engaged in begging activity in several places in the province.

Some of the Aeta mothers still brought their babies with them, exposing the infants under the heat of the sun and pollution coming from the vehicles.

“Bago pa man ang Pasko andyan na sila, nagpapalimos sa bawat sasakyan na dumadaan. Dito sila lagi pumupwesto malapit sa palengke sinasabayan nila ang traffic tsaka sila kakatok sa salamin ng mga sasakyan,’’ Tony Lacsina, a public utility vehicle (PUV)  driver said.

These Aetas mostly came from the neighboring provinces of Tarlac and Zambales with few from the province’s uplands.

In Sta. Ana town, a group of Aetas was observed rooming around and begging in major busy streets particularly along the corner of the Parish Church and public market.

With this, motorists and PUV drivers are complaining because the Aetas are becoming risk as some were nearly hit by them.

“Yung mga kasama nilang bata, malilikot naglalaro habang namamalimos. Pwedi silang pagmulan ng aksidente o maging biktima nito, ’’ Lacsina added.

In towns of Candaba and Mexico, they managed to go from one village to another sharing with the local folks the real spirit of Christmas.

It can be recalled that the Provincial Government is continuously providing assistance to Aetas or the members of the indigenous cultural communities living in Floridablanca, Porac and Mabalacat City.

Recently, at least 3,400 Aeta families benefited from the “Noche Buena” treat by  Governor  Lilia Pineda.

It was learned that there were about 15,000 Aetas in the province.

Mayor launches ‘Oplan Iwas Paputok’

CANDABA – Mayor Jerry Pelayo has recently launched ‘Oplan Iwas Paputok’  to  prevent the use of firecrackers on New Year’s eve. 

This initiative is aimed at strengthening the campaign by the Department of Health (DOH) on the use of the firecrackers.

Instead, Mayor Pelayo encouraged the residents on the use of safe, practical, and innovative ways and materials to create loud noise during New Year’s celebration.

This according to him is better than greeting the New Year with damaged and injured fingers.

Meanwhile, DOH reminded that in the event that a person is hurt due to firecrackers, immediately wash the wound with clean water and mild soap and bring the victim to the nearest health center or hospital for appropriate treatment.

The DoH called on private individuals and policemen who own/have firearms not to fire these weapons, especially during the New Year’s Eve revelry, to avoid hitting innocent victims.

Folks to celebrate town's centennial founding anniversary

STA. ANA – Local folks in this municipality are set to commemorate the town’s  centennial founding anniversary on January 1 next year.

It was in 1905 when the Americans first established a civil government but only  few local taxpayers wanted to cooperate so it was only  made part of Arayat town.

Sta. Ana was  recognized officially as a separate municipality later, on January 1, 1913, through the petition of its representatives.

However, local folks here told Sun Star Pampanga that officials from the municipal government appeared to be silent on the supposed celebration as they failed to provide clear  list of activities as of yesterday.

“Siguro busy la pu ring kekaming manungkulan kaya ali de adidinang pansin ing pamagsadya para king sentenaryu ning pamitatag ning kekaming balen. Pero sana dinan de pung pamikatagun uling mahalaga ya ing milabas a storya para king pamanyulung ning balen Sta. Ana,” one of the residents who requested not to be named said.

With this, some concerned residents coordinated with the parish priest for a mass to be held on December 31 at 10 in the morning in relation to the founding anniversary  celebration of this town.

History revealed that Sta Ana was previously known as 'Bale Pinpin,' meaning 'laid aside.' The name came about when the town lost several barrios in 1810 to Arayat, Mexico, and San Luis.

The Spaniards came in the 1600s and established it as a parish in 1760. The church was built in 1836 to serve the increased number of inhabitants. The Spanish authorities named the town after its patron saint, Sta Ana.

Its 14 barrios, whose names were derived from its prominent landmark or its chieftain, were then renamed after the saints: Canukil to San Joaquin, Tinajeru to San Juan, Catmun to San Jose, Calumpang to San Pedro, Calinan to Sta. Lucia, Balen Bayu to Sta. Maria, Sepung Ilug to San Nicolas, Libutad to Santiago, Quenabuan to San Isidro, Pagbatuan to Sto. Rosario, Patayum to San Bartolome, Sumpung to San Agustin, Tuclung to San Roque, and Darabulbul to San Pablo.

Pelayo pushes for consultative style of governance

CANDABA – Pampanga Mayors’ League President and this town Mayor Jerry Pelayo yesterday expressed support on consultative style of governance should he gets elected as representative of the 4th district of the province.

He said that citizen’s participation will be given high regard in the formulation of policies and programs which may directly affect the lives of the Kapampangan in general.

This according to him could only be achieved through regular consultations and visitations with the communities even in the far flung areas in his district.

The result of these actions will be embodied and  afforded with  prime consideration on his list of legislative agendas.

Pelayo stressed that with strong partnership with the people, local government units (LGUs), non governmental organizations, multi sectoral groups and congressional leadership, there will more to attain in terms of infrastructure projects and delivery of basic services.

The mayor also noted that with current set up, many projects particularly those involving hundreds of millions of pesos along Pampanga River and Arayat-Apalit Setback Levee failed due to lack of coordination with the people and LGUs.

He further stated that in most of the times local chief executives were not even informed about  on-going projects being implemented within their municipalities.

“Nagugulat nalang kami na mayroon silang ginagawa dahil man lang sila nakipag-coordinate na amin,” Pelayo told Sun Star Pampanga.

He is also planning to cluster all barangays in the 4th district and established a one stop shop for every cluster with complete services and facilities.

In coastal areas, Pelayo would pushed for the reclamation of at least hectares  for the development of multi purpose center with complete facilities, plaza, parks, day care center and other recreational facilities.

On the improved credit rating outlook for the Philippines

Standard & Poor’s (S&P) has raised its credit rating outlook for the Philippine economy from “BB+ Stable” to “BB+ Positive.” This means that we can expect, barring any unforeseen circumstances, an actual credit rating upgrade in the coming months.

In its rationale, S&P hailed the Aquino administration for its “improved capacity to effect reform” which stems from “a level of legitimacy, support, and stability that reduced political uncertainty and allows for improved legislative efficiency.” The improved outlook comes at the heels of the signing of the landmark bill reforming sin taxes which will further strengthen the government’s fiscal position.

We welcome this acknowledgment of the positive strides the Philippines has taken under the Aquino administration and a recognition of our thrust that indeed good governance results in good economics.

Pampanga wins anew as outstanding province in nutrition program

CITY OF SAN FERNANDO --- The province of Pampanga bagged anew the “ Regional Green Banner Award as Outstanding Province in the implementation of nutrition program in the  Region held recently during the  2012 Regional Nutrition Awarding Ceremony in this city.

Provincial Health Officer Marcelo Auchico received on behalf of Governor Lilia G. Pineda the green banner award from Assistant Secretary of Health Operation Cluster for Northern Luzon and Central Luzon and Regional Director Leonita Gorgolon, chairperson of Regional Nutrition Committee.

Auchico said the award is a testimony to the successful implementation of various health and nutrition programs and services of the provincial government for the past year.

The provincial health officer said  that sustained health and nutrition programs and services such as immunization and provision of supplemental feeding to the malnourished children in various municipalities of Pampanga were conducted with the support and assistance of our local government units, barangay nutrition scholars and national government agencies.

He furthered that the provincial government under the administration of Governor Pineda has prioritized the delivery of health and nutrition services especially to the marginalized sector.

Gorgolon said the annual green banner award gives due recognition to the outstanding efforts of local government units at the municipal, city and provincial level including the barangay nutrition scholars in the implementation of nutrition program in their respective areas.

Gorgolon said Bataan was adjudged as first runner-up in the outstanding province category with Nueva Ecija as second runner-up.

Awarded as outstanding municipality in the region were Paombong, Bulacan; Sasmuan, Pampanga, first runner-up and Dinalupihan, Aurora, second runner-up.

Tarlac City emerged again as outstanding city in Central Luzon with San Jose City as first runner-up and Balanga City,second runner-up.

Inmates benefit from medical mission

CITY OF SAN FERNANDO - At least 200 inmates had benefited from the recently concluded medical and dental mission conducted by the provincial government.

Provincial Health Officer  Dr. Marcelo Jaochico disclosed that the activity was participated in by some 70 medical personnel coming from various district and provincial hostpitals in the province.

It was carried out in cooperation with the Center for Health and Development 3 (CHD-3) headed by Directror Dr.  Leonita Gorgolon.

Most the inmates were found to be suffering with urinary tract infection (UTI), arthritis, diabetes, asthma, and cough.

As this developed, inmate-patients  received free medicines aside from the medical checkups.

Further, two patients went through sputum examinations and one of them was proven to be positive with pulmonary tuberculosis.

The said patient is now undergoing Directly Observed Treatment Shortcourse (TB-DOTS) duly performed by the Provincial Health Office  with medications provided by CHD-3.

Meanwhile, some 100 inmates also benefited from the free dental services  including  tooth extraction and filling services, while some were treated for gum infections.

Police heightens security in Arayat, Mexico

ARAYAT - The Pampanga Police Provincial Office through the newly formed Special Operations Task Force (RSOTG) heightened the security in towns of Arayat and Mexico and other municipalities in the province.

RSOTG was organized to increase police visibility in the form of checkpoints in major thoroughfares. This is also aimed at ensuring the conduct of peaceful and credible elections on 2013.

This group was headed by Sr. Supt. Noli Taliño, PRO-3 deputy regional director for operations.

Provincial Police Director Senior Superintendent  R’win Pagkalinawan earlier stated that their monitoring is currently concentrated in towns of Arayat and Mexico following the shooting incidents although not yet clear whether the same were election related violence.

Pagkalinawan, however, noted that there is also a  need to establish checkpoints in public places in different municipalities to preempt partisan armed groups and other lawless elements from interfering in the upcoming midterm elections.

In fact, Sun Star Pampanga likewise observed the presence of RSOTG in towns in the fourth district of the province.

The police director stressed that they will be establishing at least four checkpoints in every municipality with at least eight police personnel in each checkpoint.

It was learned that RSOTG had an initial of  300 personnel from the provincial command and the regional public safety battalions.

Pampanga was included in the list of priority areas of concern for elections by the Department of the Interior and Local Government (DILG) along with the provinces of Nueva Ecija, Maguindanao, Abra, Pangasinan, Masbate, Samar, Lanao del Sur, Ilocos Sur, Basilan, La Union, Cavite, Cagayan, Batangas and Misamis Occidental.

Junk shop worker get PhilHealth cards

CITY OF SAN FERNANDO - The Provincial Government has recently distributed PhilHealth cards to the members of Pampanga Junkshop Owners Association.

More than 340 junk shop workers from all over the province received their individual cards in a simple ceremony held at Lubao gym.

Governor Lilia Pineda envisioned to  bring  medical services closer to the indigent people and underprivileged sector in the province.

This holds true as Pineda  already provided the same cards to barangay health workers and barangay police members (bantay bayan).

The governor believed that health  will no longer be a problem  on the part of the recipients of PhilHealth cards as they could now afford to go to the provincial district and other selected private hospitals for their medical needs including that of  their minor family members under their guidance.

The junk shop workers were also reminded  to seek help from their rural health units (RHUs) for their health concerns.

Earlier, the public Employment Services Office (PESO) and Provincial Cooperative and Entrepreneurial Development Office (PCEDO) upon the initiative of the provincial government launched “K5” program or the “Kariton Para sa Kalinisan, Kabuhayan, Kalusugan, at Katahimikan.”

On the passage of the Responsible Parenthood Bill on 3rd reading at the Senate and the House of Representatives

Our legislature took an historic vote today for women and families-- as it successfully passed the Responsible Parenthood Bill. We thank our Senators and Congressmen who voted for access to information and care. We are particularly grateful to Speaker Sonny Belmonte; Majority Floor Leader Boyet Gonzales; Congressman Edcel Lagman who authored this bill and shepherded it through for more than a decade; Senator Pia Cayetano, who waged an equally difficult battle in the Senate; and every legislator who voted for this measure. 

They have made it even clearer: The people now have the government on their side as they raise their families in a manner that is just and empowered.

As President Aquino asked, our representatives voted according to conscience. Discussions regarding this bill were heated and did not lack for passionate advocates from either side. Despite this, our legislators fulfilled their duties with honor: they crafted a law that can truly address the needs of our people.

The passage of the Responsible Parenthood Bill signals not only a new chapter in our agenda of inclusive growth; it also begins a process of healing for the wounds that may have been opened by an often feisty democracy. Capitol sends disaster assessment team at Compostela Valley

CITY OF SAN FERNANDO - A disaster assessment team has been sent by the province of Pampanga in Davao Oriental and other areas badly hit by Typhoon Pablo.

The team was created and in patched under the instruction of Governor Lilia Pineda to cooperate with the concerned officials and residents to determine the immediate needs of the victims.

Engr. Lulu Alingcastre, head of the Provincial Disaster and Risk Reduction Management Council (PDRRMC) disclosed that they had gone through with the devastated villages in New Bataan town in Comspotela Valley province.

She observed that most of the houses were totally devastated and buried to  several feet of mudflow rendering the affected residents helpless with no other means to survive on their own. .

"Ang kailangan ng ating mga kababayan dito ay bunkhouses para mayroong silang matuluyan habang inaayos pa ang kanilang permanenteng titirhan. At pagbalik po namin sa Pampanga ay titiyakin po namin na dala ang lahat ng impormasyong kailangan para maibigay agad ang tulong na kailangan nila," Alingcastre said.
           
Former Lubao Mayor and Pampanga Mayors' League (PML) President Dennis "Delta" Pineda, who is also gunning the vice gubernatorial seat in the province likewise  immediately flown  to Compostela Valley to help the residents recover from the devastation by giving assistance.

He led the "Delta Team" in reaching out the surviving  residents by giving  other basic necessities.

Meanwhile, the current PML President Candaba Mayor Jerry Pelayo stated the province may also help in bringing more livelihood projects in the affected communities.

This according to him could lead to Compostela Valley's immediate recovery from devastation.

"Kailangan natin bigyan ng kabuhayan ang mga tao dyan na nawalan ng bahay, kabuhayan at mga mahal sa buhay. Ang kailangan pa ang ating mga kababayan ay malinis na tubig na maiinom," Pelayo noted.

As this developed, the mayor added that Governor Pineda will be sending a water purifying facility that could make water from the river readily available for drinking.

Joining the disaster assessment team were the Provincial Social Welfare Development Office (PSWDO) headed by Elizabeth Baybayan, representatives from the Provincial Engineering Office (PEO)and Roy Imperial, consultant on agricultural concerns by the provincial government.

Comelec clarifies issues on premature campaigning

CITYOF SAN FERNANDO – The Commission on Elections (Comelec) provincial office the other day clarified several issues on premature campaigning.

Provincial Election Supervisor Atty. Lydia Pangilinan stressed that posting of streamers and placing of advertisement both in radio and television before the actual election period would not amount to premature campaigning. 

He said those filed certificate of candidacies last October 1 to 5 could not yet be considered official candidates as they are still vulnerable to protest by any interested party.

She added that the former, as per jurisprudence are not meant remained as unofficial candidates not unless the election period already started.

According to the Comelec, the election period will commence on January 13, 2013 -- with the actual polls slated May 13 -- and will culminate on June 12.

The campaign period for local candidates will start on March 29, 2013, while for the national candidates, the campaign will start on February 12 next year.

Meanwhile, the Philippine National Police and Armed Forces of Philippines are set to enforce a Comelec-imposed gun ban starting January next year.

This is aimed at preventing partisan armed groups from interfering in the upcoming midterm elections.

It was learned that only uniformed members of the police, the military and other law enforcement agencies including the Presidential Security Group who are performing actual duties are authorized to bear their weapons during the gun ban period.

Even carrying of toy gun or gun replica in public places is also covered by the gun ban.

Daycare kids benefit from dental immunization program

MAGALANG – The Provincial Government through Vice Governor Joseller “Yeng” Guiao has launched the “Dental Immunization Program for Day Care Children” the other day in barangay San Miguel here.

The activity benefited some 1,800 kids from various day care centers in town.

Guiao encouraged the kids and their parents to promote and develop good oral hygiene to avoid dental problems like plaque, tooth decay, gum disease and halitosis.

DENTAL IMMUNIZATION FOR KIDS.  Dra. Jing Ponio of Diosdado Macapagal Memorial Hospital (DMMH) administers the dental immunization to a day-care kid. Looking on are Vice Governor Joseller “Yeng” Guiao and wife Jenny with  Dr. Eddie Ponio of DMMH.

“Sana maharap  ninyo ang inyong kinabukasan ng may magandang ngiti,” he said.

Joining the vice governor were wife Jenny, Dr. Eddie Ponio, provincial hospital administrator of  Diosdado Macapagal Memorial Hospital (DMMH), Dra. Jing Ponio along with other local officials.

Dr. Ponio said that the dental immunization program is part of the continuing effort of the provincial government to bring medical-dental services closer to various communities.

“Good oral hygiene is essential for the kids,” he noted.

He also stated that the program was realized through the partnership of the capitol, local government unit, DMMH and Provincial Social Welfare and Development (PSWD).

Meanwhile, Dra. Jing Ponio explained that the main objective of the dental immunization program is to reduce the caries incidents in the province.

In this town alone, it was learned the caries incident has already reached 86 percent.

Kids from 3 to 14 year old from the 629 day care centers with a total of at least 25,160 day care children  in the entire province are expected to benefit from the program.

Top cop bares 7,500 unlicensed fire arms in Pampanga

CITY OF SAN FERNANDO – The police authorities recently revealed that there were about 7,500 unlicensed fire arms in the province.

Senior Superintendent R’win Pagkalinawan, police provincial director in a meeting with the local officials said as per record obtained by their office, the gun owners of the fire arms in questioned failed to secure permits and other documents pertaining to possession and carrying of the same to public places.

Pagkalinawan added that out of  the 7,500 gun owners, they already to talk to some 1,000 individuals advising them to secure necessary permits in order to avoid inconveniences.

He claimed that they are still bent on communicating to other gun owners for the matter.

The police director further stated that out of the 1,000 gun owners they talked with only 200 of them complied with the requirement.

This initiative is aimed at ensuring that unlicensed  fire arms will not be used by some groups who wanted to disrupt the conduct of peaceful and honest elections in the province this coming midterm elections.

It is also intended to prevent armed groups and individual gun owners from engaging into political harassment,

Pagkalinawan in an earlier interview told Sun Star Pampanga they have received instruction from the higher headquarter of the Philippine National Police (PNP) to tract all gun owners  whose permits and licenses were not renewed for the past three years.

On the revelations of jueteng operations in the province of Pangasinan

The resolve of government to eradicate illegal gambling operations is unwavering. The President has directed Interior and Local Government Secretary Manuel Mar Roxas to build a strong case and ensure the safety of the witnesses who will testify against jueteng operations and the alleged involvement of Governor Espino in the Province of Pangasinan. Secretary Roxas has ordered the reshuffling of police personnel in Pangasinan to determine culpability, if any, and to guarantee that there will be no whitewash in the investigation.

Ito ay matapos isagawa sa Bren Z. Guiao Convention Center ang isang Peace and Order Symposium para sa darating na halalan sa 2013 na dinaluhan naman ng mga opisyales ng barangay sa lalawigan.

Ayon kay Pangilinan, magsisimula ang election period sa ika labing tatlo ng Enero at magtatapos sa ika-labing dalawa ng Hunyo sa 2013. Ito ay dahil kabilang parin daw sa election period ang isang buwan matapos ang mismong halalan, na gaganapin naman sa ika labing tatlo ng Mayo.

Samantala, sa ika-labing dalawa ng Pebrero naman magsisimula ang opisyal na campaign period para sa mga national positions habang sa ika-dalawampu’t siyam ng Marso naman ang para sa mga lokal na posisyon.

Paglilinaw pa ni Pangilinan, bagaman marami na sa mga tatakbo sa susunod na halalan ang naglalagay ng mga streamers o nagpapalabas ng patalastas sa telebisyon at radyo, hindi pa raw ito tinuturing na premature campaigning kahit na hindi pa man nagsisimula ang opisyal na panahon ng pangangampanya.

Aniya, hindi pa tinuturing na kandidato ang mga ito hangga’t hindi pumapasok ang election period kaya’t hindi rin sila maaaring kasuhan ng premature campaigning.

Mapayapang halalan sa 2013, muling ipinagbilin ni Governor Pineda matapos himukin ang mga barangay officials ng Pampanga na magtulungan at magkaisa sa pagpapanatili ng kapayapaan sa lalawigan.

Ang hakbang na ito ay naglalayong  matanggal na ang Pampanga sa top 15 probinsiya na binabantayan ng Comelec sa darating na halalan.(PIO Pampanga)

Public Employment Service Office ng Lubao kinalala bilang pinakamagaling sa Region 3

Isa nanamang pagkilala sa larangan ng employment ang natanggap ng probinsiya matapos rin hiranging Best Public Employment Service Office o PESO ang bayan ng Lubao.

Ang Lubao-PESO na pinamumunuan ni Cecilia Bernal ay nanalo sa 1st-2nd class municipality category at tinanghal na pinakamagaling sa buong Central Luzon.

Ayon kay Luningning Vergara, Provincial PESO manager, Lubao ang may pinakamaraming naipadalang manggagawa sa Korea sa lahat ng bayan sa buong bansa.

Bukod pa rito ang mga local employment na naibahagi ng Lubao PESO kaya’t hindi na raw nakakapagtaka na nanalo na ngayong taon ang nasabing bayan.

Dagdag pa ni Vergara, Lubao ang kaunaunahang bayan sa Pampanga na nagkaroon ng Barangay PESO coordinators na sinimulan noong alkalde pa ng bayan si Governor Lilia Pineda.

Aniya, napakahalaga na buo ang suporta ng local chief executive ng lugar, mula pa sa panahon ng gobernadora, hanggang kina Mayor Dennis Pineda at Mayor Mylyn Cayabyab, kaya’t napanatili ang mga magagandang programa sa employment.

Sinimulan na rin ng Administrasyong Pineda ang pagkakaroon ng barangay PESO coordinators sa buong lalawigan. Ito ay sa pagnanais ng gobernadora na lalong mapaunlad ang pagbibigay ng trabaho sa mga Kapampangan. (PIO Pampanga)

Pampanga day is a Special Non-Working Holiday

CITY OF SAN FERNANDO- The province will be marking its 441st Aldo ning Kapampangan this December 11, declared as special non-working holiday under the virtue of Proclamation no. 2226 of late President Ferdinand Marcos.

The proclamation was signed in December 11, 1982 since then all the towns except Angeles City were given full opportunity to celebrate and participate in the celebration.

Gov. Lilia “Nanay” Pineda said she wants every Kapampangan to join in the commemoration of the founding anniversary of Pampanga, being the oldest province in the country.

Further, most of the activities under the Aldo ning Kapampangan requested the participation of every municipalities and cities so it is very convenient for them to join the celebration.

Since Pampanga Day falls on a Tuesday based on Department of Labor and Employment (DOLE) if unworked it is no pay unless there is a favorable company policy, practice or collective bargaining agreement (CBA) granting payment of wages on special days. If worked the first eight hours plus thirty percent of the daily rate of one hundred percent if excess of eight hours and addition of 30 percent of hourly rate on said day. Ambulant vendors get ‘nego-kart’ from DOLE

CITY OF SAN FERNANDO – The Department of Labor and Employment (DOLE) the other day has provided livelihood opportunities ambulant vendors in the second district of the province. 

Raymundo Agravante, DOLE regional director spearheaded the distribution of Nego-Kart to the ambulant vendors.

Agravante explained that the ‘Nego-Kart’ distribution was part of the livelihood program by the department.

He said DOLE has been seriously working to provide employment opportunities to every Kapampangan.  

On the part of the provincial government, some P150,000 has been allocated for the ambulant vendors’ additional capitol. Each of them are to received P5,000. 

 Governor Lilia Pineda stated that with the support of DOLE and provincial government, the ambulant vendors can now start a small business to support the needs of their families. 

Officials attend peace and order symposium

CITY OF SAN FERNANDO – Barangay officials in the province recently attended the peace and order symposium held at the Bren Z. Guiao Convention Center this city.

The symposium was led by Governor Lilia Pineda along with the officials of the Philippine National Police (PNP)  including Chief Superintendent Edgardo Ladao and Senior Superintendent R’win Pagkalinawan and  Brigadier General Gregorio Pio Catapang of the 

Philippine Army.

Authorities stressed that barangay officials play a big role in ensuring the conduct of peaceful and honest elections in the province. 

They were informed about the specific functions which they may perform in relation to upcoming midterm elections next year.

Barangay officials were believed to be familiar with the political situation and they know everyone in the community.

With this, authorities encouraged them to report any suspicious individual or activity which tends to disrupt conduct of elections and worse would cause the death of civilians and even candidates. 

Police also reminded the barangay officials that they were authorized to effect arrest to anybody who is committing crime in the community. 

Currently, aside from the elected barangay officials, they were about 10,000 ‘bantay bayan’ in the  entire province who also serve as force multipliers.

18th PHILIPPINE INTL HOT-AIR BALLOON FESTIVAL (PIHABF)

The 18th PHILIPPINE INTL HOT-AIR BALLOON FESTIVAL (PIHABF), which was pioneered by the Department of Tourism in 1994 before it was turned over to the current organizers in 1998, will now be held on Feb. 21 – 24, 2013, Thurs - Sun, this time at Omni Aviation Complex (flying school), Clark, Pampanga.

This internationally renowned event is an annual encounter of some 20 - 25 foreign balloon pilots from all over the world engaging themselves in a wholesome aerial competition known worldwide as the oldest successful human-carrying flight technology.

Its Humble Beginning:

It was initiated in 1994 by the Department of Tourism during the reign of former Secretary Mina Gabor as a motivation for our fellowmen in Central Luzon to rise above themselves and be hopeful of the region's bright prospects some three years after the Mt. Pinatubo catastrophe. The event was successfully run by the collective effort of tourism players and stakeholders in the industry all from Clark Development Corporation (Tourism Promotions Office), Angeles City Tourism Office, Philippine Air Force (600th Air Base Wing), Angeles City Four Wheelers Club, Unetcom - led only by the DOT Region III office. Its meager income then was utilized to cover local costs of operation (entrance fee then was only P10!). The parade ground was the initial venue, later moved to Omni Aviation due to increasing number of participants. The first four years of competition was run by two gentlemen from the ballooning community: Mr. Sung Kee Paik from Korea and John Emery, general manager of British Airways. Later on, DOT decided to turn it over to Capt. Joy Roa of Air Ads, Inc.

Flight Schedule:

As a reminder, one needs to be there as early as 5:00 in the morning to catch the daily morning fly-out. Remember that hot - air balloons fly early when the wind velocity is slow enough to let them soar! Not to worry though if one misses the flight. A series of aerosporting events await the unlucky ones. Just treat yourself to these equally exciting aerial shows on the ground from 9:00 a.m. to about 5:00 p.m. like skydiving, paragliding, aerobatics, ultralight flights, RC aircraft displays, professional kite exhibitions and more!

On Saturday and Sunday at around 5:30 p.m. and beyond, the balloonists will do a spectacular show called NIGHT GLOW.This is when the balloons remain on the ground and simultaneously inflate in the dark like blinking incandescent bulbs - to the tune of Gangnam - style music!

One can ride a balloon only after paying US$200 per person and after standing in line at the information booth at the venue.

Entrance fee has now been increased to P250 per head (adult or children). Tickets are available at any SM Ticketnet outlet, at ROX Bonifacio Global City, or at ROX Marquee Mall Clark.

If you want to avoid traffic at the main gate, you can enter thru SCTEX North, SCTEX South, or Friendship Gate whichever is convenient.

Highlights of last year's event:

The 17th PIHABF was another fun-flying weekend for everyone. We had over 95,000 people that witnessed the 4-day event, which was highlighted by hot-air balloons coming from all over the world with no less than 18 traditional balloons, and 6 special shapes.

To keep everyone entertained on the ground, the event showcased several activities such as the Kids Activity Center, whole day kite shows, a fly market that housed almost 300 concessionaires and display booths. The aviation schools were of course present to help the young start a career in aviation.

The year 2012 saw the joint activity between the PAF and foreign visiting Air Forces from the U.S.A., Malaysia and Indonesia. The USAF flew in from Elmendorf Air Force Base in Alaska and allowed visitors into their C17 Globemaster. This large Military Transport Aircraft, which is not commonly seen in our airfields, was on display while their brass band entertained the crowd with their music.

The Indonesians displayed their Air Force Maritime CN235 medium- range twin-engine transport plane and had a great time joining the pilot activities prepared by the event organizers.

We also had our very own AFP exhibit where all branches of the Armed Forces displayed their armaments, war machines and gear much to the delight of the crowd. This was one of the most popular photo spot in the event site.

On the approval of the Sin Tax bill in the Bicameral Conference Committee of Congress

With the approval of the bicameral conference committee, Congress has taken a very important step in approving a reconciled version of the Sin Tax Bill. The reconciled version adheres closely to the administration sponsored bill as it contains only two-tiers for taxes on cigarettes and reflects current prices instead of 1997 rates.

This is a significant reform that raises revenues for government’s healthcare programs which will expand and strengthen social safety nets for millions of Filipinos. It also levels the playing field for the tobacco industry by providing a more equitable taxation regime for all industry players.

We commend the leadership of Senator Franklin M. Drilon, Speaker Feliciano Belmonte, Jr., Majority Floor Leader Neptali Gonzales II, and Representative Isidro Ungab, for their unwavering leadership on this bill. Their commitment to the passage of this crucial reform was strengthened by the constant support of the President who certified the bill as urgent, as well as the countless advocates in the bureaucracy and civil society.

Establishment of 'Moka' foundation seen

CITY OF SAN FERNANDO – The leadership of the Provincial  Legislative Department is eyeing the establishment of ‘Moka’ foundation to further help Kapampangans.

 Vice Governor Joseller “Yeng” Guaio said that recipients of the  “Most Outstanding Kapampangan Awards” could help a lot by the contributing their expertise and resources in reaching out those in greater need.

"Pag aaralan po natin ang pagtatatag ng Moka foundation sa susunod na taon para lalu po tayong makatulong sa ating mga kababayan,"  he stated.

Guiao is also the current chairman Moka Committee.

The vice governor explained that Moka awardees aside from giving honor to the province may this time be utilized in providing programs beneficial to the people in Pampanga.

On the efforts of the Philippine Coast Guard, Eastern Mindanao Command and the Department of Labor and Employment in Mindanao

We are pleased to announce the rescue and ongoing medical treatment of three fishermen from capsized boats off the coast of Davao Oriental. According to a report from Secretary of Transportation and Communications Jun Abaya, the fishermen were rescued by a fishing vessel, Lady Gelaine, yesterday and subsequently fetched by a vessel manned by the Philippine Coast Guard (PCG) that ferried them to Mati City. Peter Madlasi, Dennis Cudilla, and Rene Maulas are now in the provincial hospital of Davao Oriental. The three PCG-manned vessels that comprise a search and rescue task force will refuel at Mati City today and continue operations thereafter.

Meanwhile, the Eastern Mindanao Command led by Lieutenant General Jorge Segovia continues to coordinate inland, maritime, and aerial search and rescue operations. They are also helping immensely with the logistics and movement of relief goods.

More humanitarian efforts are pouring into areas hardest-hit by the recent calamity. Yesterday, Secretary of Labor and Employment Rosalinda Dimapilis-Baldoz ordered the release of an initial Php 5.5 million for emergency employment and livelihood for displaced workers. The bulk of the amount, Php 5 million, will be given for those in Compostela Valley while Php 500,000 is for the Caraga region.

Once again, we call on our countrymen to be of service to those affected by Typhoon Pablo and give generously to organizations helping our brethren in the south.(Press Release)

On the DPRK Missile Launch

The Philippines strongly condemns the launch undertaken by the Democratic People’s Republic of Korea (DPRK) on 12 December 2012.

The debris of the rocket fell in the sea 300 kilometers east of the Philippines.

The DPRK is in clear violation of UN Security Council Resolutions 1695 (2006), 1874 (2009) and 1718 (2006), which explicitly demanded DPRK not to use or conduct any launch using ballistic missile technology and the suspension of its ballistic missile programme.

The Philippines firmly urges the DPRK to desist from acts of provocation and to end its use or testing of ballistic missile technology.

The Philippines joins other governments in urging the DPRK to undertake steps towards confidence-building and engagement with the international community in order to ensure peace and stability in the Korean Peninsula and the entire Asia Pacific region. (Press Release)

On Pulse Asia’s Ulat ng Bayan 4th Quarter Survey

The President’s performance and trust ratings have returned to record highs. The Pulse Asia Ulat ng Bayan survey for the fourth quarter this year shows an increase in trust and sustained, overwhelming support for President Aquino. Taken from November 23-29, 2012, the President’s performance approval remained steady at +78, unchanged from the third quarter, while his trust approval jumped two points to +80.

These unprecedented ratings almost two and a half years into the Aquino administration are indicative of the Filipino people’s continued support for and confidence in the President and the sweeping changes and programs he has tirelessly championed. Put together, these have resulted in a brand of good governance recognized by the international community and which has allowed confidence to rise anew in an economy undergoing a virtuous cycle. This has redounded to social investments for the Filipino people in our commitment to create inclusive and equitable growth. We are encouraged by these survey results with the awareness that our continuing initiatives are producing results. BM Tolentino reiterates call to pray for typhoon victims

CITY OF SAN FERNANDO - Fourth District Board Member Nestor "Bay" Tolentino the other day  has reiterated the call for the Kapampangans to support and continuously pray  for the victims of  Typhoon Pablo.

Tolentino made this statement while speaking in one of the programs relating to Pampanga Day Celebration by the provincial government.

He extended also extended his deepest sympathy to the family members of  those died during the onslaught of Typhoon Pablo.

Tolentino stated  that the provincial government is likewise sensitive on the needs of fellow Filipinos who are in deepest despair.

As of yesterday, more than 900 people were killed mostly on the southern island of Mindanao while a total of 615 others remain missing.

Earlier, the provincial government with the help of the Pampangan Mayors' League (PML)  donated some 500 coffins to families whose relatives were killed in landslides and flash floods triggered by the said typhoon.

It was PML President Mayor Jerry Pelayo who coordinated with the national government through the Office of Civil Defense  for the coffins  immediate delivery to affected families.

Coffins were sent in Mindanao upon the assistance by the  Philippine Air Force in Villamor Air Base.

It was learned that this is not the first time  the provincial government and PML donated coffins to typhoon victims. Last year, the victims of the Typhoon Sendong also received the same donation.

CAMI launches book of Kapampangan journalists

CITY OF SAN FERNANDO --- The Capampangan In Media, Incorporated (CAMI) launched a 75-page book of Kapampangan Journalists which asserts and proclaims that Pampanga was a cradle of Philippine Journalism during the Most Outstanding Kapampangan Awards (MOKA) night yesterday.

Jose P. Cortez, CAMI secretary general said that each page of the book is a veritable treasure trove of historic gems that were hidden, but added, it was fortunately found in their painstaking search for the roots of Capampangan journalism.

“Thank you very much for giving us the opportunity to present the thin but an important book of our history which we have painstakingly searched for the Capampangan journalism which were hidden in old churches and congregations.”(Dacal pung salamat quing biniye yung tiyempo quecami , banting upayang aipaquilala  miya  ing maimpis dapot maulagang librung pipawasan ming seliksik quing caquewan  da ring documentong  macasalicut caring  cumbento at biblioteca da ring miyayaaliuang congregacion at orden  da ring kaparian),  Cortez said.

The book bared that the first  xylographic  printing presses were  introduced  in La Pampanga  and operated  in Manila, Lubao, Bacolor and Abucay, Bataan.

It says that the father of Philippine journalism, Tomas Pinpin is a Capampangan, taught by the Dominicans in the processes of printing. He produced the first newsletter , Succesos  Felices antedating  Western publications by scores of years

Many Capampangans wrote in Spanish and for Spanish newspapers, despite the harsh censorship during the three centuries the country was under Spanish dominion.

It was in the latter part of the 19th century, that the genius of Capampangan writers-revolutionaries like Juan Crisostomo Soto and the brothers Tolentino  blossomed  and  poured forth their longings for freedom and independence from colonialism.

It says that Capampangans like Jose Alejandrino wrote for La Solidaridad  and helped Jose Rizal in publishing the latter’s novels.

 The book also bared that Andres Bonifacio, the Katipunan Supremo,  was of Capampangan lineage, a scion  of proletariats from Masantol, Pampanga.

 “We have a noble heritage to  nurture and  the Capampangan nation, though scattered throughout the whole world, has reason to be proud, Cortez added.

12 awarded “most outstanding Kapampangan 2012”

CITY OF SAN FERNANDO --- Twelve Kapampangans bagged the “Most Outstanding Kapampangan Awards (MOKA) for 2012 including Senator Manuel “Manny” Villar during the 441st Pampanga Day Celebration Tuesday.

Aside from the annual search for Mutya Ning Kapampangan, the 2012 MOKA was the highlight of the Pampanga Day celebration held at Bren Z. Guiao Convention Center, this city.

The awardees were led by Senator Villar who was named MOKA awardee in the field of Business and Entrepreneurship. He is known for his guiding principle, “Sipag at Tiyaga”

Villar is a true-blooded Kapampangan. His maternal grandfather- Nicolas David Bamba came from Purok Bamba, Barangay San Nicolas 1st in Sasmuan town. His mother  Curita Bamba is a sea food dealer who hails from Sasmuan, Pampanga while his father- Manuel Villar Sr. came from the province of Iloilo.

Villar Jr. has excelled both in business and politics. Hard work, persistence, and perseverance became his work ethics.

Through the years, Villar has proven his guts in housing business which earned him the title given by the Philippine Center for Investigative Journalism as “Dean of the Philippine Real Estate Industry””.

For Culture category, Lilia Lising Borrromeo fondly called “Atching Lillian” by locals, a culinary expert and food historian from the town of Mexico was named MOKA Awardee.

Atching Lillian, well-known for her traditional way of cooking Kapampangan dishes (Capangan Capampangan) with the use of antique cooking implements and secret recipes – family heirlooms inherited from her ancestors and passed down to every female family member for generations now. Because of this, she is now referred to as the “Guardian of Kapampangan Kitchen.”

She first received accolades when she was declared Grand Prize winner during the Great Maya Cookfest in 1977 for her now famous Tropical Chicken and Caramel Meringue Pie recipes.

 In the field of Education, Dr. Leonardo C. Canlas who won the MOKA award is well-loved  family man, a prominent and highly respected educator and leader because of his shared brilliance and humility to serve the Department of Education.

Dr. Canlas is presently the Principal IV of Camachiles National High School in Mabalacat City, Province of Pampanga. He is the first principal in the Division of Pampanga who obtained the position of P-IV in 2009.

Recently, he was granted a scholarship in Seoul Korea sponsored by Asia-Pacific Center for Education for International Understanding (APCEIU) and the Metropolitan Minister of Education of South Korea. From October 30, to November 7, 2012. He is the only Filipino who was granted such privilege to represent the Public Schools in the country.

ALE partylist Representative Lina Bagasina was named MOKA for Government Service. She served as mayor of Sasmuan and secretary general from 2001 to 2007 of the Pampanga Mayors League (PML).

After three terms as mayor, she wanted to serve more people, so she moved up to a bigger territory – the second district of Pampanga – as member of the Provincial Board and she was elected by wide margin over the rest.

Afterwhich, she was elected to represent the Association of Laborers and Employees (ALE) Partylist in the 15th Congress and she accepted the challenge without hesitation knowing full well that she would be of service to more people, despite the fact that there was no assurance and bigger challenges to be elected. But with sheer determination and hard work in the campaign, ALE, a party-list group that aims to empower and advance the cause of laborers, workers and employees, providing them with the skills to be successful workers and entrepreneurs, emerged as a victor.

She bagged the “Most Outstanding Mayor of the Year” by People’s Magazine on April 22, 2002. She got various recognitions from different award giving bodies be it in private and public.

Truly, Congresswoman Catalina “Lina” C. Bagasina is the ALE and the “Cinderella” of modern times.

Police Superintendent Bernardo Perez bagged the MOKA award for Law Enforcement. He serves as police for 18 years. He is the current Company  Commander of the Pampanga Provincial Public Safety Company (PPSC) based in Camp Diosdado de Leon, San Felipe, City of San Fernando.

He  was also the former chief of the Provincial Intelligence Branch of Pampanga Provincial Police Office (PPO) from June 2010 to May 2011 where he obtained most of his notable accomplishments for the province.

Perez is truly a paragon for every law enforcement officer due to his commitment to ensure and maintain peace and order in the province while enlisting cooperation from the community.

For Mass Media, John S. Manalili was conferred as MOKA awardee who is currently serving as CESO III, Director IV of the Bureau of Communications Services.

Manalili was a former Director and Chief of the Public Affairs Division of the Bureau of Broadcast Services-Philippine Broadcasting Service. He was also the former Station Manager of Radyo ng Bayan 738 kHz, the flagship station of government radio. He hosted a one-hour daily television news program over NBN 4 and was also one of the Freedom Broadcasters of the newly-liberated Radyo ng Bayan in 1986.

Manalili was news editor of AM and FM stations of the Manila Broadcasting in Cebu, the Republic News, and Radio Veritas (both local and foreign broadcasts), and served as producer-announcer of the then Voice of the Philippines.

Fr. Victor Nicomedes Nicdao was named MOKA awardee for Religion

Fr. Vic, as he is fondly called, is currently the Rector of Mother of Good Counsel Seminary (MGCS) and a professor of New Testament Studies in its Theology Department, as well as other educational institutions in Quezon City.

Through the years, he also served as the Dean of Studies, professor of Philosophy, Spiritual Director, and Director of Formation in MGCS. However, his academic credentials and scholarly achievements are not the only notable qualities of Fr. Vic.

Currently, he is even a member of Archdiocesan Presbyteral, Board of Church Temporalities, Board of Consultants, Board of Trustees-Archdiocesan Media Apostolate Network Unlimited, Inc., and Catholic Biblical Association of the Philippines.

Felix Galang Tienzo won the MOKA award in the category of Social Service – He shared his blessings not only to his immediate family, but extended assistance to their other relatives and townsmen. He even served as the President of the Lions Club International (Dist. 301-D2, LY 2011-2012) and focused most of his developmental projects in Pampanga with the hopes of helping his motherland and giving inspiration to those with limited means, as he and his family once were.

Lourdes Sur East Barangay Captain Patrick Cura, youngest village chief of Angeles City bagged the MOKA award for Youth Service 

At the age of 19, Cura won as 1st ranking Barangay Kagawad of Lourdes Sur East in Angeles City during the 2010 barangay election. “I am a proud Kapampangan” - Villar

CITY OF SAN FERNANDO – Senator Manny Villar Jr. claimed Tuesday that he is a proud Kapampangan.
 

This came as he led eleven other Kapampangans who bagged the  “Most Outstanding Kapampangan Awards (MOKA) for 2012 held at Bren Z. Guiao Convention Center, this city.

“Iba po ito.  Dugo po natin ito. Ipinagmamalaki ko po na ang dugong nananalaytay sa akin ay dugo ng isang Kapampangan,” Villar stated.

Senator Villar was named MOKA awardee in the field of Business and Entrepreneurship. He is known for his guiding principle, “Sipag at Tiyaga”

The senator maternal grandfather- Nicolas David Bamba came from Purok Bamba, Barangay San Nicolas 1^st in Sasmuan town.

His mother  Curita Bamba is a sea food dealer from the same town while his father- Manuel Villar Sr. came from the province of Iloilo.

Villar Jr. has excelled both in business and politics. Hard work, persistence, and perseverance became his work ethics.

Through the years, Villar has proven his guts in housing business which earned him the title given by the Philippine Center for Investigative Journalism as “Dean of the Philippine Real Estate Industry.”

Guiao: Kapampangan outside boundaries may join MOKA

CITY OF SAN FERNANDO – Vice Governor Joseller “Yeng” Guiao disclosed that the  next “Most Outstanding Kapampangan Awards” (MOKA) will be also available to Kapampangans living outside Pampanga.

 

Guiao said that Kapampangans living the near the borders of the province may now possibly participate in 2013 MOKA for as long they possess the qualifications and have been successful in their chosen field of endeavor which the entire province may be proud of.

However, the vice governor realized that this can only be carried out through a legislative measure amending the existing provincial ordinance governing the conduct of MOKA.

“Tatalakayin po natin ito at pag aaralang mabuti. I-include na natin yung mga Kapampangan na nakatira outside boundaries ,” he said.

Observers here claimed that there is nothing with the plan of the MOKA Committee to include non resident Kapampangan in the occasion.

“The word Kapampangan is a generic term which may include others whose origins came from 

Pampanga but currently living in the nearby provinces,” one of the observers pointed out.

MOKA is an annual search for Kapampangans who excelled in their respective professions.

The same is one of the highlights of the annual Pampanga Day Celebration which is perceived  to be the pinnacle of all awards conferred by the Provincial Government to outstanding sons and daughters.
