SAN LUIS - This town local chief executive disclosed various prohibitions during campaign period had caught officials 'flat footed' from helping the people in extreme situation.
Mayor Venancio Macapagal said that incumbent officials following the strict laws governing the conduct of mid term elections could not extend assistance to the residents particularly to those in dire necessity.
"Bawal ang tulong ngayon eleksiyon. Anong tulong ang pwedi naming ibigay ngayon panahon ng kampanya eh bawal," he told Sun Star Pampanga during interview.
This came as he was asked about the assistance that the municipal government under his leadership could provide to the families left by those were recently drowned in Pampanga River.
Macapagal said that he is willing to help in any capacity but he still needs to determine up what extent under the law he can legally do so without violating election regulations.
"Titignan pa natin kung paano tayo makakatulong na hindi tayo pagagalitan ng Comelec," the mayor stressed.
Macapagal is having a second thought whether or not to provide burial assistance to the victims.
