SAN LUIS - Fourth district congressional candidate and incumbent Candaba Mayor Jerry "John Lloyd" Pelayo declared 2013 mid-term election is a perfect opportunity for the people to entertain the idea of having a change of representation in Congress for the betterment of the district.
Pelayo noted that the people from the 4th district deserves somebody who would truly the represent their concerns in congress through the introduction of legislative measures that will further improve their standard of living in the localities.
It can be noted that the late Emigdio Bondoc first assumed the congressional seat during the eight congress in 1987 until 1998. He has held the position for at least 11 years.

Pelayo opined that this is the right time to aspire for more developments in the district but he noted that it is still up to the people to decide on what want this coming elections.
However, the mayor stated that there will be more to achieve with Governor Lilia Pineda in provincial government and Pelayo in congress.
The 4th district of the province covers the municipalities of Apalit, Candaba, Macabebe, Masantol, Minalin, San Luis, San Simon and Santo Tomas.
