CITY OF SAN FERNANDO - The members of the Provincial Board recently questioned the implementation of the new hospital rates and charges by the Jose B. Lingad Memorial Regional Hospital (JBLMRH) directly affecting indigent.
"Kapampangans "Pareho po tayong gobyerno pero pakiramdam namin naabuso kami. We are allocating so much in favor of JBL for the medical needs of the Kampangan but we feel are being subjected to abuse," Board Member Cris Garbo, chairman of the committee on health said.
Garbo bared that the provincial government has allocated some P30-million for the said hospital to support the medical needs of the people who are seeking the help of the capitol.
"Biruin mo ang normal delivery dati tatlong libo lang ngayon walong libo. Ang caesarian section dati sampung libo lang ngayon labing walong libo," he added.
Dr. Nicolo Ganac along with other executives of JBLMRH in a meeting with the provincial legislators admitted that they had implemented new set of hospital rates and charges to cover the operational expenses of their hospital.
He said that JBLMRH is spending at least P165-million for its operation and they are only getting P42-million share from the national government.
Ganac explained that the basis of the new rates and charges is in lined with the provisions of Republic Act No. 10352, Republic Act No. 325 and Executive Order 197 series of 2000.
"Does this mean, you recover your losess to indigent people? Board Member Rosve Henson asked Ganac.
Henson meanwhile doubted the validity of the new rates after Ganac admitted that the same was not published in a newspaper of general circulation.
"Technically, the change of rates cannot be enforce. The lack of publication would affect its validity," he noted.
Ganac stressed that JBLMRH is a 250 beds capacity and they are currently serving 520 patients per day. "Magkano ba ang rate ng room per day? En yung nasa pasilyo, pareho din ba ang rate? Henson asked Ganac.
Another hospital executive made no distinction in saying that those patients in the corridor pay the same rate as those confined in the hospital rooms.
