Village officials reject election sharing initiative

CITY OF SAN FERNANDO, Sept. 20 (PNA) - A group of village chieftains yesterday lashed back the move of the Commission on Elections (Comelec) asking them to shoulder part of the expenses   of the upcoming barangay elections. 

"According to them, the  intiative of the Comelec  may be legal but not acceptable because the same was not within reources of the barangays. 

"Hindi po kami papayag dito dahil wala po kaming sapat na pondo para rito. Isa pa po hindi po ito kasama sa budget na inaprobahan noong nakaraang taon," Jack Ruby,   Pio, (Porac) Barangay Captain said.

Ruby explained that  Comelec has the primary obligation to ensure the availability of funds to support the conduct of any elections whether national or local in nature. 

This came as incumbent barangay officials by virtue of the Omnibus Election Code and Comelec Resolution were obligated to share on the expenses of the forthcoming elections. 

The Comelec explained that  under the  law, LGUs are obligated to appropriate funds to defray necessary and reasonable expenses of the members of the board of election tellers, board of canvassers and the printing of election forms and procurement of other election paraphernalia and the installation of polling booths.

They  also claimed that the election is scheduled next month, and they are busy preparing for the campaign season.

"Medyo malabo na yung sinasabi nilang request for supplemental budget, mayroon tayong mahigit na 4,000 barangays sa bansa, bawat isa ay kailangang magpasa ng supplemental budget,? another barangay captain in San Simon stated.

Earlier,  Lawyer Lydia Pangilinan, provincial election supervisor  disclosed  that  only P1.17 -billion has been allocated for  2013 barangay and SK elections.


She pointed out that   Comelec   needs at least P3.45 billion for the upcoming elections.
