Dike works a 'milking cow' for contractor - folks

CANDABA - Local folks here described the pending works of the Department of Public Works and Highways (DPWH) along Arnedo Dike in  Barangay Mandasig section as another 'milking cow' after the alleged another P22-M budget has been exhausted with only few metal sheets  were installed at the foot of the dike.

According to the residents, the public works wasted another set of millions of pesos as the same would withstand the expected strong current of water coming upstream of the Pampanga River particularly this rainy season.

"Mukhang wala silang magandang engineering design na angkop sa problema. Hindi na sila natuto, baka hindi na nila kayang bilangin ang bilang ng mga metal sheets na ibinaon nila pero paulit ulit lamang itong bumabagsak," Alfred Mamawan, a resident here said.

Mamawan noted that the contractor started the working on the site few weeks ago. However, after installing the metal sheets at the foot of the dike, it has withdrawn its heavy equipment and since then, no more construction worker has been sited in the area.

"Batay sa mga napagtanungin naming nagtatrabaho doon bago sila umalis wala na daw pong pondo kaya tigil na ang project. Sa tingin namin ibinaon lamang nilang yung mga bakal para i-justify ang paggamit ng pondo," another resident told Sun Star Pampanga.

Earlier reports have it, several hundreds of millions of pesos had already been spent by the public works but still the problem remains unsolved.

In fact, the newly concreted portion of the Arnedo Dike in the area previously collapsed  while the weather is fair and water in Pampanga River is calm and in average level.

"Ibig sabihin lang nito, hindi talaga pinag aaralan ng mga engineers nila ang plano bago nila gawin ang project," another resident here stated.
